D.L.CHAVDAParagraph 2.17 (a) of HBP 2015-20: "Validity of an import Authorization is decided with reference to date of shipment / dispatch of goods from supplying country as given in Paragraph 9.11A of HBP Vl and not the date of arrival of goods at an Indian Port".
Paragraph 9.11 of HBP 2015-20: “date for shipment / dispatch of import is to be reckoned with reference to "Bill of Lading", in case of transportation by Sea”.
Combine reading of both the above paragraphs makes clear that "effective date" for any shipment / dispatch of import is to be reckoned with reference to "BL," in case of transportation by Sea.
So, if the date of BL is within the validity of NAC, clearance will be allowed.
