European Commission is modifying the current system EU - GSP 3rd party certification by authorized agencies with a system of self - certification of Origin of Goods (COO) by exporters. Thus in this system, exporters themselves will certify the origin of goods through a Statement of Origin.

 

India has opted to switch over to the new system from January 1, 2017. So, the exporters will need to be registered in the elec­tronic REX. Since the exporters themselves will be self-certifying the origin of product, it is necessary that they are made aware about the GSP, its provision and consequences in case of any mistake / fraud.
